The Chaordic Organization: Out of Control, Into Order

This address held page two of a five page reprint of Dee Hock's 1995 essay on the chaordic organization. On this page Hock names Newtonian science and the Industrial Age as the father and mother of command and control institutions, sets out six convictions about why such institutions fail, and begins the story that led to a new kind of organization.

Hock, the founding chief executive of a global payments network, coined the word chaord for systems that blend chaos and order, and the Initiative kept his essay in its collection because the argument bears directly on schools: institutions built for uniformity and control, asked to serve something as unruly as human learning. This page carried the second of the five parts. The restored edition below summarizes that part faithfully, with brief quotation, and keeps editorial framing separate.
Newtonian science as father, the Industrial Age as mother
The page opens mid argument. Hock contends that Newtonian science, and the machine metaphor it produced, has dominated Western thinking for more than two centuries: the universe and everything in it, physical, biological, or social, understood as a clocklike mechanism of separate parts acting on one another through precise, linear laws of cause and effect. Society, he argues, was structured on that perspective. We believed that with ever more reductionist knowledge, more efficiency, and more hierarchical command and control, we could pull a lever in one place and get a precise result in another, never mind that human beings had to be made to perform like cogs in the process. For two centuries, he writes, we have been pulling those levers and hammering people into the compliant, subordinate manner one expects of a well trained horse, and rarely have we gotten the expected result.
If Newtonian science was the father of modern organizational concepts, the Industrial Age was the mother. Handcrafted, variable, individual ways of making things were abandoned in favour of vertical hierarchies that centralized authority, routinized practice, enforced conformity, and amassed resources in order to produce huge quantities of uniform products, services, knowledge, and people. This created a class of managers expert at reducing variability to repetitive assembly line processes, and a class of scientists expert at reducing diverse ways of understanding to repetitive laboratory processes. In time, Hock observes, the university gained a virtual monopoly on producing both classes.
The result is a paradox with profound social effect. The upper levels of every form of organization now form an interchangeable cognitive elite with an immense self interest in preserving hierarchical organization and the concentration of power and wealth it brings. Yet that same complex generates scientific and technological innovation, immense engines of social change, which demand radically different concepts of organization in which power and wealth are more widely distributed. We are, in Hock's phrase, hoist by our own petard. The essential point, he insists, is that our expertise became the creation and control of constants, uniformity, and efficiency, while our need has become the understanding and coordination of variability, complexity, and effectiveness.
The six convictions
Hock tells his own story in this essay through a self mocking alter ego, the Sheep, a compulsive questioner whose sixteen year guerrilla war inside conventional institutions produced six convictions, which this page lists. First, that the greatest danger to civilization is not the bomb or environmental degradation but the ever greater concentration of power and wealth in fewer hands. Second, that the real consequence of emerging science and technology is not gadgets but radical social change, ever increasing diversity and complexity in how people live and work, which demands radical organizational change. Third, that Industrial Age command and control pyramids, political, social, educational, or commercial, are aberrations: antithetical to the human spirit, destructive of the biosphere, contrary to the whole method of biological evolution, and, in his blunt summary, a public menace. Fourth, that electronic communication systems were interconnecting into a complex economic and social network around which institutions would be forced to reorganize, much as the body organizes around a neural network. Fifth, that the so called Information Age is better understood as the age of mindcrafting, since information is only the raw material of that incredible chaord called mind. Sixth, that the most abundant, least expensive, and most abused resource in the world is human ingenuity, and that the source of the abuse is archaic Industrial Age institutions and the management practices they spawned.
The story begins
The page closes as the memoir turns practical. The Sheep, having sworn a thousand oaths that any organization he created would be different, attempts a quiet semi retirement in a bank, only to be driven within a year into managing the bank's new credit card franchise. Sent to an industry meeting convened to address the chaos then engulfing the early card business, he privately suggests that the committee consider one question only: how to create an orderly method of addressing all problems. He is promptly elbowed into the chair, intending, he says, nothing more than a bit of civic duty. The following pages of the original essay tell what grew from that committee, and how its design principles, order emerging without central control, might apply to any institution, schools included. The original navigation placed this essay in the archive between Teaching for Understanding and An Organic View of Educational Change, which is exactly where the Initiative thought it belonged.
Why the Initiative kept it
The Initiative's own research argued that learning is a self organizing process and that school systems built on command and control work against it. Hock supplied the organizational half of that argument. His account of institutions expert in uniformity but incompetent at variability reads as a description of the examination driven school system the Initiative spent two decades criticizing, and his insistence on distributed authority anticipates the principle of subsidiarity that runs through the Initiative's briefing Schools in the Future.
